Caption doesn't match the chart

Given the ongoing changes and discussion of three vs. four tiers in the article that uses this diagram, perhaps the caption for the chart shouldn't specifically mention the number of tiers. As it currently stands, the caption says three tiers but the chart shows four. --Peculiar Investor 06:59, 31 December 2016 (MST)
