Organization rules?

Looking at the current organization of the lists it is not clear what is the rational for the order of the items. It appears they are alphabetic, is this the best method? Shouldn't they be in order of either occurrence or some sort of priority? Are the choices for inclusion based on number of times the page has been read or some other metric?

A couple of examples:

Order on short lists that can be seen in their entirety at once is immaterial - say, four items or less. Perhaps longer than four should be alphabetical - the autogenerated Category List itself is alphabetical. --Shakespeare 07:04, 5 February 2012 (MST)

Everything should be in alphabetical order, both horizontal and vertical. The Permanent Living content is out of place and is stressful to view. Use the Wikipedia:Manual of Style for guidance. Consistency is key. --LadyGeek 10:56, 5 February 2012 (MST)

Actually, I meant the row content is not alphabetized: Permanent Snowbirding ∙ Exporting a Car ∙ Health Coverage ∙ Traveling with Animals ∙ Issues Associated with Permanent Relocation to Paradise
